IELTS is a minimum requirement to study in Australia. Diploma courses demand for an IELT band of 5.5 whereas for a degree a band of 6 is required. Obtaining an Australian qualification gives you extra points on the application, especially  if your qualifications is appearing in the skill list.

You cannot apply for the PR while studying although you can apply once the course is complete.
