What is Overseas Student Health Cover (OSHC)?

Overseas Student Health insurance (OSHC) is an insurance policy covers the applicant (a student from another country) for a portion of their health-related expenses while they are studying in Australia. If you are a student from overseas on a temporary student visa it is a condition of your visa to maintain adequate health insurance for the duration of your visa. This means you need to purchase Overseas Student Health Cover (OSHC) and keep your policy up to date as long as you hold this visa.

OSHC assists international students to meet the costs of medical and hospital care they may need while in Australia. OSHC also includes ambulance cover and limited pharmaceuticals.

Do you need to have overseas student health insurance?

  • Student Visa Requirement
    The Australian Government through the Department of Immigration and Citizenship requires all holders of a Student Visa to maintain OSHC during their stay in Australia.
  • Condition 8501
    Maintaining OSHC is a mandatory condition of a Student Visa. Overseas students who do not maintain their OSHC are at risk of having their visas cancelled.

It is a visa requirement that from 1 July 2010, students must obtain OSHC for the proposed duration of their student visa. If an overseas student extends the length of their student visa, they must renew their OSHC policy. As holding OSHC is a visa requirement, take care to maintain your cover at all times. If you do fall behind in payments or renewing your cover, you will be able to continue your cover but you may not be able to claim for services you received while you were in arrears.

  • If your visa status or Medicare eligibility changes at any time, inform your insurer as soon as possible to find out whether your level of cover is still suitable. When your student visa expires, then you are no longer eligible to hold OSHC.  You can then swap over to a residents’ cover or to an Overseas Visitors Health Cover plan.

What student visas require OSHC?

The following student visas require that you have OSHC for the full time of your studies before you come to Australia:

  • 500 Student visa
  • 590 Student Guardian visa
  • 407 Training visa
  • 485 Temporary Graduate visa

When does my cover start and end?

  • For most commencing students your cover is arranged through your education institution prior to your arrival and you are covered as soon as you arrive in Australia.
  • For continuing students (those that have been in Australia for a while) you are covered until the expiry date shown on your membership card. Please check that you have your membership card and know your expiry date so that you maintain your cover.

Are all medical costs covered by OSHC?

The Australian Department of Health requires that all OSHC insurance policies must cover the benefit amount listed ($) in the Medicare Benefits Schedule (MBS) for these things:
  • Out-of-hospital medical services (e.g. seeing a doctor or GP)
  • 100% of MBS fee for in-patient medical services in a hospital (e.g. surgery, treatment by a doctor)
  • Public hospital shared ward accommodation (staying in a public hospital in a shared ward)
  • Private hospital shared ward accommodation (for hospitals that have an arrangement with your OSHC insurance provider)
  • Day surgery accommodation for day surgery in a hospital or clinic
  • Some prosthetic devices (e.g. joint replacement surgery)
  • Pharmacy medicines, up to $50 per medicine, with a maximum limit of $300/year for a single person (or $600/year for a family). This means you still pay part of the cost of most prescription medicines.
  • Ambulance services

Who offers OSHC?

OSHC is offered by certain insurers under a Deed of Agreement with the Department of Health to provide adequate health insurance to students at a reasonable cost. Only a small number of registered health insurers offer OSHC:

Are there any exceptions to OSHC?

Yes, but only for students of certain nationalities. The Australian Department of Immigration advises that you do not need OSHC if you are a:

  • Norwegian student covered by the Norwegian National Insurance Scheme
  • Swedish student covered by the National Board of Student Aid or by Kammarkollegiet
  • Belgian student covered under the Reciprocal Health Care Agreement with Australia
